- Don't use deblocker after resizing
- h.264 videos (incl atx) don't need deblock at all
- Error in borked borders will bleed a bit while resizing, so border unfucking should come before that

At 00:08, you forgot this one. It isn't censored on AT-X.
Nice try, but here some improvements you could make:
- Don't downscale with "BicubicResize(1280,720,0,0.5)", use the dither_resize16 one
- work in 16bit and not 8bit (dither_convert_8_to_16) before you resize and use all filters 16bit
- Try adding some static grain, that hides banding (like grainY=15, don't use it on C)
- Use AT-X audio, because CR's audio is censored
The rest seems fine. Make sure to use the better CR video (not the HorribleSubs one). Can't tell that from your script. If you want, you can check out my script as well (linked on my torrent).
WAY The download speed is slow
