I couldn't watch ARR's 360p youtube-produced encode/rip, guess it was made by simply uploading source mpeg2 to youtube...

So,
• deblock, qtgmc
• crop to 688x456
• brightness levels fix (shifted 32-255 to 16-235) which brought back details in bright areas
• f3kdb with dynamic grain (not visible in final encode due to low bitrate).
