That's because removing said "jpg artifacts" usually comes at a cost of removing fine details in certain scenes. You might not notice them at first but once you see the loss of details you can't unsee it anymore. That's why even today some anime shows still look better using the older h264 compression system over h265 because of how they process fine detail.
