This OVA is difficult to find in good quality, since the only HD source available comes from a TV broadcast and it has a lot of issues but we think this is decent enough for watching. The subs are sourced from jcraw, big props as well to ReadDeadEncode for video QC.

The English subs are restyled Some-Stuffs with karaoke lyrics added to the ending song. Compare against 441267. It's virtually identical.
I got it from here: 1100316 - released by Akai, a release which indeed uses Some-Stuffs. Sorry for the chaos, that was a weird time for me. No disrespect to Some-Stuffs, I was just braindead crunching through as much One Piece content I could to match Hatsubs' style. I definitely missed some proper credits in some releases for different reasons.
Some-Stuffs deserves the credits here - and I guess Akai added the karaoke.
