Categorically speaking, yes. Technically speaking, no. I believe the studio behind this and previous anime like Potion and Kankin Kuiki, Imageworks Studio, used softwares like Live2D where they simply reuse manga panels and spirtes to have minimum animation, however they're not quite transparent about that.
