イゼルローン要塞奪取以降、ヤンの望みとは裏腹に、同盟市民の中にはさらなる戦争遂行の気運が高まっていた。だが、人材の大部分を軍に徴用された同盟の社会システムは弱体化し、国力は疲弊の一途をたどっていた。そんな中、政府は選挙対策のため、帝国領への進攻作戦を決定する。ヤンへの対抗心と自身の功名心から作戦を提案したアンドリュー・フォーク准将は、会議で大演説を打つものの、具体案を何等持ち合わせていなかった。
