Is it better than DVD?
As far as I know the DVDs and this Blu-ray use the same film scans, so it's safe to say it's better just because the bitrate and codec are better.

But man this anime is cursed. If this is the best quality Discotek could get, something catastrophic must've went wrong somewhere. I think I'll mess around and try to do an encode, but dealing with this low quality of a source might be beyond me.
