A JP BD-box including the TV series and OVA just got solicited, and the product description says it's a remaster from film and doesn't mention anything about this OVA being upscaled. Were these raws sourced from the recent HD streams?

These were taken from the September 2024 AT-X broadcast.

In ending credits they mention that these OVAs were made via VTR (Video Tape Recorder), and similar to other films using VTR, they do not have a final film, making it extraordinarily difficult to get a good hd master.

In the Blu-ray BOX announcement, they didn't show the actual OVA content either. This could also be a sales tactic, and by the time you find out about the problem, there's no way to get a refund. :)

Of course, that doesn't mean there aren't any possibilities. The world is based on the principle of equivalence, and if you want a better result, you need to pay more. Maybe Tatsunoko actually did that.
