Easy fix. Use MKVToolNix,
Select audio on Track Audio Tag. Under property, Set Delay(ms) to -1250 and push Start multiplexing to generate fixed version on your own instead of waiting for repost if you're in hurry.
Out of sync will resolve but this video has some other problem. Timestamp shows 24:29, but video player only plays up to 24:00 and then stop (freeze?) and won't play the next file if in queue.
