Sorry for the late response. This is the only thing I've bought from there and I don't remember exactly how I did it, but I don't think it was particularly complicated. You need an account which you can create with OAuth and then you can pay with a credit card. I don't remember if I needed to use a VPN, but I'd assume you don't need one.
Fate has some wild official stuff, huh.
