Why is this release less than half the size of the other one when they have the same description?
Bitrate (not description) determines file size? I'm not sure I entirely understand your question but I'm happy to answer questions when possible.
Considering that Nyaa culture and its satellite communities/offshoots are a bit unintuitive for newer users (and sometimes even older ones), it might be worth it to update the copy-paste portions of your upload description template to include your explanation of the differences between the releases, and (for more careful batch/BD releases) perhaps even including the encoder/toolchain settings used so that more experienced/knowledgeable people can see at a glance what the differences are.
My assumption when I first noticed your double-release methodology was that the smaller files were more aggressively denoised/degrained to save on bitrate and file size, whereas the larger ones preserved original grain/detail as much as possible.
Of course, seeing that you mention in the Breeze post that you pass CQ=10 to aomenc for that release, maybe it's something as simple as different CRF/CQ values, in which case, voila.
