The Smuggler on YouTube has it soft-subbed so you can either watch his upload of it on YT (it's still up as of this comment) or you can use something like Jdownloader2 and download the softsubs from the video and use them with this video here. Not sure if there would be any timing issues.
Also, what's the deal with the aspect ratio on this? Is it open matted? Were they doing that on OVAs in 1999?
Does anyone have the subtitles?!
