well, based on my TryGoogling research I would recommend to buy: A. any PC with discrete videocard GeForce GTX 1650 or higher https://en.wikipedia.org/wiki/Nvidia_NVDEC B. PC with Intel Core i3|i5|i7|i9 Generation 7 or higher https://software.intel.com/content/www/us/en/develop/articles/encode-and-decode-capabilities-for-7th-generation-intel-core-processors-and-newer.html (except models that have letter "F" or "X" at the end of name https://en.wikipedia.org/wiki/List_of_Intel_processors) C. ask tech geeks which AMD cpu/gpu models are capable of hardware decoding HEVC
@Niidou, nah that's not true i have i5 3470 3.2ghe + gt 620 ddr3 2gb vram, it reads everything like a charm, even 12bit and av1, and even if i remove my gpu, the cpu will still decodie them just fine. trust me u do not need to upgrade that much, and for avc, pentium 4 will do the trick lol.
I'm using Ryzen 3 3300X, GTX 1660S OC.
