The subs work with VLC. Not sure how to get them with MPC.
you can use this tool to convert VTT to ASS reasonably. note that you need the CSS file from VRV to do it, which isn't included in the upload. but whoever ripped this could convert the subs and put them in the description or something.
In my release of MPC, it is adding mutli-line subs out of order. The start of the sentence is at the bottom, and the remainder is directly above it. Confusing but you do get used to it :)

Ffmpeg choked when I tried to convert the subs to repair. Did not realize that the VTT format required CSS, going to have to learn more about VTT..

MPC-fork use Directshow based Subtitle Filters like VSFilter or some fork like XySubFilter and all the fork doesn't support the new WebVTT Format
edit : https://github.com/pinterf/xy-VSFilter/releases this fork have WebVTT support but i didn't test i don't use windows anymore
