It seems that's the intended aspect ratio. I don't know right now if the 4:3 AR was genuine or somewhat zoomed in like distributors used to do.
When I compared the 4:3 USA DVD with the 16:9, the 16:9 had more picture in it overall. There was barely anything missing from the top or bottom at all, and the sides had a lot more picture than the 4:3 as well. They did not just take the 4:3 and crop the top and bottom off of it. It was originally intended to be a widescreen movie release from the looks of it, and you get much more picture in the 16:9. It looks like what they did was take a 16:9 source, and crop it into 4:3 for the USA DVD release.

If they didn’t put those small black bars on top and bottom, they could have put more picture in, and it would have been nearly perfect at getting all the picture.
The small black bars is preserving the intended 1.85:1 aspect ratio.
