Yup. It looks like unadulterated filth. Thank P.A. Works for only putting it on a silly region-locked Japanese mobile app and absolutely nowhere else.

Quality isn't that much better than what you can rip from Youtube.
Trust us, the non-direct rips we found elsewhere looked even worse than these ones do. This is the least shit out of all the shitty options for the video.
There's also no JP DVD/BD release of this, and probably never will be. Thank P.A. Works for not putting HQ versions of these episodes anywhere.
