From an ANN article: "Producer Takayuki Nagatani stated on Twitter on October 8 that the show's opening and ending count as the 14th and 15th episodes, with an OVA bundled with the show's seventh home video release serving as the 16th episode." That's why this is labeled episode 17. Which is really weird, but there ya go.
