Nope. 24min. Just converted 1080 HorribleSubs version to 720p using Handbrake (fast 1080p preset). Result: 128MB. With the same quality as this one.
Seems like CR changed from CRF 15 to 2pass 8k bitrate. That's why every release is twice the size now.

Just to illustrate how shitty 128MB for a 24 minute 720p episode at fast preset looks: that's 700 kbit/s average bitrate, or in other words, about the quality of a fairly low quality twitch stream. You need to be legally blind to claim that it's equivalent quality, even with all the bloat settings CR uses.
