I really don't use the .cues, so I don't see when they're messed up unless someone mentions it. I fixed it, and I'll link from the DDL below, but I honestly don't know what the problem is, they all look the same to me.
Thank you, that did it. The fixed cue was half the size of the original so I suspected encoding might be the culprit. As it happens, the original was Little-endian UTF-16 Unicode text, with CRLF, CR line terminators, while the fixed one is ASCII text, with CRLF line terminators (however due to ASCII it replaces the tag for ギー汰 with ???). Re-encoding the original as UTF-8 without BOM is recognized by mp3split and also retains the nip text. Here it is for anyone who wants it:

the cue file is invalid according to mp3split - anyone come across this and fixed it? i can't into cue files. fwiw, mp3split was able to parse the cue file from https://nyaa.si/view/1115418
