Definitely not a cam copy
The video is clearly upscaled. The audio is: 1: Japanese which is cam-rip quality as it's too quiet plus the audience can be heard. 2: English which is the better quality and clean audio. If this was released without the Japanese audio, it would be a good dubbed version until the official release.
This was a DVDSCRN-like release leaked by a FUNimation employee. Who knows if this can have an effect on TOEI and FUNi's deals.

The Blu-ray is scheduled to be published around December 2019 but there's been an image from the FUNimation Store it's somehow coming out in April 2019. Time will tell.
