why is this split in parts? why not one file?

Why when I go to play this is it all garbaled nonsense. There is massive macroblocking and distortion everywhere. Every other HEVC encode works fine, 4k HDR and Dolbyvision work fine, but this entire encode is unwatchable for me.
when i play the main mkv file, it plays with audio, but theres no video the video track is selected is there something special i gotta do to play it properly?
